**Instructions:**
**For Veg Manchurian Balls:**
1. In a large mixing bowl, combine shredded cabbage, grated carrots, chopped bell peppers, and spring onions.
2. Add all-purpose flour, cornflour, salt, and black pepper powder. Mix well to form a sticky mixture.
3. Shape the mixture into small balls. If the mixture is too dry, you can add a little water to bind it.

**For Manchurian Gravy:**
1. Heat oil in a pan or wok. Add minced ginger and garlic. Sauté for a minute until aromatic.
2. Add chopped spring onions and sliced bell peppers. Stir-fry for 2-3 minutes until they are slightly tender.
3. In a bowl, mix soy sauce, chili sauce, tomato ketchup, and vinegar. Add this mixture to the pan and mix well.
4. Pour vegetable broth or water into the pan. Bring the mixture to a simmer.
5. In a small bowl, dissolve cornflour in water to create a slurry. Add this slurry to the pan to thicken the gravy. Stir continuously to avoid lumps.
